Other measures

“Other measures” (also called “other trade measures”) is a broad label for import requirements or charges that do not fit neatly into the ordinary customs-duty categories. The measure may come from a U.S. trade law, presidential action, agency regulation, or other legal authority, and may apply based on the product, its origin, the importer, or particular entry conditions.

The United States uses these measures to carry out trade, economic, national-security, enforcement, or policy objectives in addition to collecting normal tariff duties. Depending on the specific measure, an importer may face an additional duty, a quota or quota-like limit, a special declaration, an exemption or exclusion process, or another entry requirement. The label itself does not tell you the rate or the exact obligation; the controlling legal notice and Customs and Border Protection (CBP) instructions do.

What to check

• Identify the exact HTSUS provision, product description, country-of-origin rule, and entry conditions connected to the measure.
• Read the cited legal authority, Federal Register notice, agency guidance, and CBP implementation instructions; do not rely on the “Other measures” label alone.
• Check whether an exclusion, quota treatment, certification, license, or special entry-data requirement applies to your shipment.
• Confirm how the measure interacts with ordinary duty, trade-preference claims, and other trade remedies before filing the entry.
• Ask a licensed customs broker or trade counsel to review classification, origin, and documentation when the measure is unclear or material to the shipment.
